Ahoj.

Je to balíček  gnome-system-tools.

apt-cache ani aptitude to nenajde, protože řetězec gnome-system-tools
není v popisu balíku. Já to našel přes dpkg -S. Ale to je potřeba ten
balík napřed nainstalovat =D

Možná by tě ale zajímal man interfaces. Nikdy jsem to nepoužil, ale
pokud si dobře pamatuju, je tam návod, jak
nastavit /etc/network/interfaces tak, aby jsi to klikátko nepotřeboval. 

Podobně by šel napsat jednoduchý skriptíček a ve spojení se sudo by to
bylo jistě mnohem jednodušší než klikat v network-admin
